New regulations for Geospatial Information. How will the businesses have to adapt?

For those unaware of what geospatial information is, it is data that describes anything on the earth’s surface, including its location, shape, boundaries, physical features, longitude and latitude, and could even include data such as speed limit on the road and zip codes. It links information to a specific place using coordinates, maps, satellite images, GPS data, or drone imagery. This particular article will discuss new regulation set out by the cabinet, namely, ‘Cabinet Resolution No. (130) of 2025 Regarding the Regulation of Geospatial Information[1]’, and what businesses and consequent impacts on operations it will result.

In simple terms, it describes a geographical location of a certain place in numerical, contextual, or visual data. Geospatial information is used in maps, navigation systems, smart city planning, construction, environmental monitoring, transportation, and many other sectors that rely on understanding places and locations.

The new regulation now governs the “regulation, collection, management, use, exchange, distribution, and dissemination of Geospatial Information and its related activities.”

In essence it extends to all entities that collect or use geographic information, whether through satellites, drones, surveying tools, GPS mapping, or GIS systems.

This regulation protects sensitive national and location based data, which safeguards the State from any foreign or potential threat. Further, it ensures the accuracy and standardization of maps and spatial data. The data will support the development of cities, transport planning and even create chances to monitor the environmental impact in specific areas. Strict penalties are introduced for any unauthorized mapping or high resolution data-sharing.

So, how will it impact businesses? Businesses should review their operations if they incorporate any geospatial data or location based tech into their operations. Those using maps, drones, or spatial analytics may now require a license or special permit. Companies storing location data, should now amendment or improve their internal data protection laws for the new regulation’s compliance.


The following industries/business that will have to adhere to the new regulation (non-exhaustive):

  • Technology and digital mapping companies using GIS platforms or location-based services.
  • Construction, engineering, and surveying firms that generate site plans or topographic data.
  • Drone operators collecting aerial imagery or conducting inspections.
  • Transport, logistics, and mobility companies using real-time tracking and routing systems.
  • Smart city, infrastructure, and urban planning companies.
  • Environmental and agricultural monitoring firms.
  • Telecommunications and utilities providers using location data for network planning.
  • Real estate and facility management companies using spatial data for asset mapping.
  • Research institutions and universities utilizing GIS or remote sensing.

Now how do you obtain the license and permits to conduct any such activities? Below we will discuss the step by step process:

Obtaining a license

  1. Register the business with the relevant Emirate’s economic department.
  2. Select the correct activity category:
  3. GIS services
  4. Surveying services
  5. Cartography and mapping
  6. Remote sensing
  7. Satellite imagery analysis
  8. Submit the required documents:
  9. Trade license copy
  10. Company profile
  11. List of equipment (drones, imaging tools, surveying devices)
  12. Technical staff qualifications
  13. Apply through the national geospatial authority/competent ministry for approval.
  14. Receive the Geospatial Activity License, valid for 3 years, and subject to a renewal. The business should apply for the renewal 30 days prior to its expiry.

Obtaining a permit

  1. Submit a project description:
    • Purpose of data collection
    • Exact location (coordinates)
    • Duration
    • Type of data being captured
  2. Provide data security and storage plan.
  3. Provide technical method (satellite imaging, drone flight, ground surveying).
  4. Conduct activity only during approved timeframe and location.
  5. A valid license should be in possession from the center.

For the companies that already engage in aforementioned activities, will have (6) months to comply with the regulations. The companies should immediately review their operations and see if they use, store or create any geospatial data, non-compliance could lead to penalties, suspension of mapping activities or data confiscation.
