
AbuDhabi Introduces Digital Marriage Services Through TAMM
The Abu Dhabi Government unveiled one of its most groundbreaking digital initiatives till date which was the launch of fully online marriage services through the TAMM platform.[1] This reflects the emirate’s growing vision of becoming an AI-native, community-driven government aiming to simplify life events. The announcement took place during the fourth day of GITEX GLOBAL 2025, which is an event hosted in Dubai and is one of the longest and largest running tech exhibition bringing together innovators and investors in AI, cybersecurity, sustainability and more. It serves as the premier stage for local and international governments to showcase how they are shaping the future of digital transformation. This year, Abu Dhabi’s showcase stood out by focusing not only on technology but on how AI can enhance people’s daily lives.[2]
Joint Initiative for Abu Dhabi’s Digital Vision
The launch of digital marriage contracts through TAMM follows a Memorandum of Understanding (MoU) between the Abu Dhabi Judicial Department (ADJD) and the Department of Government Enablement (DGE).[3] The agreement, signed by Counsellor Yousef Saeed Al Abri, Undersecretary of ADJD, and Dr. Mohamed Abdelhamid Al Askar, Director-General of TAMM, established a system for issuing and authenticating marriage contracts online.[4]
Al Abri said the initiative supports Abu Dhabi’s digital transformation vision of His Highness Sheikh Mansour bin Zayed Al Nahyan, UAE Vice President, Deputy Prime Minister and Chairman of the Presidential Court, by enhancing efficiency and customer experience. The ADJD also signed a separate MoU with the Ministry of Foreign Affairs (MoFA) to automate electronic authentication of marriage contracts issued through its digital platforms.[5]
Digital Marriage Contracts on TAMM
The DGE introduced the Digital Marriage Contracts on TAMM, allowing couples to complete the entire process electronically.[6] The new service covers everything starting from submitting the application and verifying documents to hosting a live ceremony and receiving the signed digital marriage contract. What once required several in-person appointments can now be completed through a phone or laptop, bringing speed, security, and simplicity to one of life’s most personal events. Couples can legally marry in Abu Dhabi for AED 800 (about USD 217), with the ceremony conducted online by a licensed officiant.
Fast, Legal, and Fully Online
The entire marriage process takes place through TAMM, the government’s integrated digital platform that already has more than 1000 services. Once registered with UAE Pass, you can upload required documents which is reviewed digitally, and couples can book a ceremony through WebEx, with two witnesses and an officiant joining online. If all documents are ready, the whole process beginning from application to receiving the certified marriage contract can be completed within 24 hours. The digital marriage certificate is issued with a UAE Pass signature thereby eliminating the need for physical stamps or visits to government offices. If you need an attested marriage certificates can pay an additional AED 300, after which the document is automatically attested by the Ministry of Foreign Affairs and digitally signed using UAE Pass.
Smart, Secure, and Seamlessly Integrated
It is normal to worry about security especially in intimate matters such as marriage however the service is designed with security and simplicity in mind so it is fully connected to UAE Pass and Emirates ID systems, ensuring that all participants are legally verified. This prevents underage marriages since it is easy to verify each step electronically. Instead of handwritten signatures, each marriage certificate carries a UAE Pass digital signature which has been legally recognized within the UAE and internationally. The system also links directly to government databases, reducing manual data entry and minimizing human error.
Mohamed Al Askar, Head of the TAMM App, emphasized the platform’s inclusivity by stating that “Anyone wanting to marry in Abu Dhabi, regardless of nationality, can do so online. People can complete the entire process without visiting any physical office.” The UAE is among the first in the world to offer a complete digital marriage service.
How the Process Works
In the TAMM app, under Family-Related Services, the “Concluding a Marriage Contract visiting” feature lets people apply for a marriage contract under Islamic Sharia, with the registrar either the chosen venue in Abu Dhabi or conducting the ceremony via video call.
The process of applying for a digital marriage through TAMM is simple:[7]
- Log in using UAE Pass to verify identity.
- Submit required documents including Emirates IDs, passports, family books, and a medical examination report.
- Pay the AED 800 fee once the request is approved.
- Book an appointment for the ceremony, which can be held in person or virtually.
- Attend before the marriage officer using any available method.
- Receive the notarized marriage certificate.
Couples who wish to have their certificate attested can request it for an additional AED 300.
Improving Daily Life Through TAMM
The marriage service is part of Abu Dhabi’s broader digital transformation strategy, which aims to make essential government services accessible through a single platform. Khalifan Al Jasmi, Product Management Director at DGE TAMM, said that new features will continue to expand. “You can already set up reminders for bill payments or renewals and automating financial processes such as car loans, mortgages, and credit reports are upcoming,” he explained. The app Sahatna, consolidates personal and family health information, including medical appointments both inside and outside the country.
